One slow rank sets the pace for every other rank

A synchronous step ends when its slowest participant finishes, so a single rank running at eighty per cent costs the whole job twenty per cent regardless of how many other ranks are healthy. Aggregate metrics hide it perfectly, and the signature is inverted: the straggler is the rank that waits the least.
