The physical layer decides what the software layer is allowed to promise

Power per rack, heat removal and cable reach are hard limits, and they are decided before any software exists. A scheduling policy that assumes density the facility cannot power, or a topology that assumes reach the cabling cannot span, is a plan that fails in the building rather than in review.
